Zusammenfassung
Vor dem Hintergrund der jüngsten Einwanderungswellen nach Portugal musste der portugiesische Staat reagieren, nicht nur auf das Ankommen dieser ausländischen Gruppen, sondern auch hinsichtlich ihrer Integration und Teilhabe an der portugiesischen Gesellschaft. Daher wurden seit den frühen 1990er Jahren wichtige Schritte zur Entwicklung von Richtlinien und institutionellen Instrumenten unternommen, um Bürgerbeteiligung von Immigranten nicht nur auf nationaler, sondern auch auf lokaler Ebene zu fördern. Außerdem hat die Ansiedlung von Immigrantengruppen in Portugal dazu geführt, dass diese Migrantengruppen wichtige Schritte hin zur kollektiven Interessenmobilisierung unternommen haben, vor allem durch die Gründung von Interessenverbänden. Unter Berücksichtigung dieser beiden Punkte ergeben sich die beiden wesentlichen Ziele dieses Artikels. Erstens soll ein Einblick in die komplexen Beziehungen zwischen Möglichkeiten der Migrantenmobilisierung und den verschiedenen gesetzlichen und institutionellen Rahmenbedingungen gegeben werden, die von lokalen und nationalen Regierungsbehörden entwickelt wurden und die auf die Integration von Immigrantengemeinschaften abzielen. Zweitens werden die den Migrantenorganisationen eröffneten Möglichkeiten sowie deren Lobby-Taktiken untersucht.
