Im Kindergartenbereich und im Bereich der Kinderbetreuung hat sich in den letzten Jahren die Forderung nach einer Qualitätsverbesserung der Dienstleistungen gehäuft. Zum Teil waren dafür die Erwartungen der Eltern als Kunden der Dienstleistung im frühpädagogischen Bereich und zum anderen die Erfordernisse einer gewissen Schulreife als Einstieg ins akademisch ausgerichtete Schulwesen verantwortlich.
