Krieg stellt ein eklatantes Entwicklungshemmnis, die Konsolidierung von Nachkriegsgesellschaften eine zentrale Herausforderung für die internationale Staatengemeinschaft dar. In jüngster Zeit wurde diese Einsicht insbesondere durch quantitativ-empirische Studien vorangetrieben, die im Umfeld der Weltbank entstanden sind. Bürgerkriege verursachen demnach erhebliche soziale und ökonomische Kosten und setzen typischerweise „a prolonged process of development in reverse“ in Gang (P. Collier et al. 2003: 2). Bei den menschlichen Opfern bildet die Zahl der unmittelbar durch bewaffnete Gewalt Getöteten einen wichtigen Referenzpunkt. Zugleich wird durch die entsprechenden Angaben das Ausmaß des Leids nur äußerst unzureichend erfasst. Denn bei innerstaatlichen Konflikten sterben die meisten Menschen mittelbar infolge von Krankheit, Seuchen, Unterernährung und mangelndem Zugang zur sozialen Infrastruktur. Mittlerweile gibt es verschiedene methodische Ansätze, diese Folgen zu messen, wobei neben erhöhten Mortalitätsraten auch schwere Behinderungen und Krankheiten berücksichtigt werden.
