Der Konflikt in und um Nordirland hat zwischen 1969 und 1998 über 3 500 Todesopfer gefordert, von denen mehr als die Hälfte Zivilisten waren.1 Fast 3.300 der Opfer starben innerhalb Nordirlands. Die nur etwa 14.100 Quadratkilometer große britische Provinz im Nordosten der irischen Insel mit ihren knapp 1,6 Millionen Einwohnern2 hatte ferner über 40 000 Verletzte zu beklagen, über 18 000 Anklagen wurden wegen „terrorist or serious public order type offences“ erhoben und die Zahl derjenigen, die einmal verhaftet und verhört worden sind, ohne, dass später gegen sie Anklage erhoben wurde, dürfte mehrere Zehntausend betragen. Als staatliche Sicherheitskräfte waren 1980 zum Beispiel 11.500 britische Soldaten zusätzlich zu 7.500 Polizeikräften der Royal Ulster Constabulary (RUC) und noch ein paar Tausend Angehörige der RUC-Reserve und des Ulster Defence Regiment (UDR), eines lokalen „part-time“ Regiments der britischen Armee, im Einsatz.3 Die Sicherheitskräfte haben im Rahmen ihrer umfangreichen Sicherheitsmaßnahmen im Laufe des Konflikts mehr als 350.000 Hausdurchsuchungen durchgeführt, konnten aber weder die fast 1.000 Toten in den eigenen Reihen verhindern, noch über 10.000 Explosionen, noch über 35.000 Schießereien, noch über 20.000 bewaffnete Raubüberfälle, bei denen fast 30 Millionen Pfund erbeutet wurden. Und dies nur innerhalb Nordirlands, denn Überfälle, Anschläge und Morde in der Republik Irland (113 Tote), auf dem europäischen Festland (18 Tote) und in anderen Gebieten Großbritanniens (125 Tote) sind in diesen Zahlen nicht enthalten.4
Diese Angaben beruhen auf dem „Sutton Index of Death“ abrufbar beim „Conflict Archive on the Internet“ (CAIN — www.cain.ulst.ac.uk). Sutton zählte von 1969 bis 2001 und nahm die Opfer außerhalb Nordirlands in die Zählung auf. Seine Gesamtzahl ist 3 524. Die weiteren Angaben beruhen auf Elliott/Flackes (1999: 638–690). Deren Statistiken reichen bis 1998.
Für Deutschland — 80 Millionen Einwohner zugrunde gelegt — entspräche dies etwa 160.000 Toten infolge politischer Gewalt!
Die Zahlen für die Sicherheitskräfte haben sich im Laufe der Zeit verändert, so waren zeitweise — 1972 — 21.000 britische Soldaten im Einsatz. Die Polizei wurde weiter ausgebaut, während versucht wurde, die Anzahl der Soldaten zu vermindern.
