Vereine sind die zentrale Basis der Demokratie. Mit dieser simplen Aussage, die Almond und Verba schon in den 1950er Jahren formulierten, lässt sich unser Verständnis von der Bedeutung des Vereins in und für die Demokratie umschreiben. Auch wenn dies im Land der Vereinsmeier, deren Kritiker den Verein gerne als Hort provinziellen Denkens, spießiger Attitüden und deutscher Kleingeistigkeit verspotten, ein wenig überraschend klingen mag: Die demokratische Bedeutung freier Assoziationen ist empirisch und theoretisch unbestreitbar. Gründe — aber auch Belege — lassen sich in unterschiedlichster Weise finden (vgl. Warren 2001). Die Assoziation wirkt demokratisch sowohl auf das Individuum, das sich in ihr engagiert, als auch auf die Gesellschaft und das politische System, in dem der Verein agiert. Warum ist das so? Dieser Beitrag wird zunächst Argumente aufführen, die bezeugen, warum der Verein ein wichtiger und unverzichtbarer Baustein demokratischer Systeme ist, um aus diesen Argumenten abzuleiten, warum — unter spezifischen Umständen — das Vereinswesen geradezu demokratieschädliche Charakterzüge annehmen kann.
