Sowohl der Klimawandel selbst als auch Maßnahmen zur Eindämmung des Klimawandels sind mit erheblichen Kosten verbunden. Es kann daher nicht überraschen, dass eine Diskussion um die (gerechte) Verteilung der Lasten zwischen souveränen Staaten, verschiedenen Branchen und Sektoren, Unternehmen und Haushalten oder auch verschiedenen Generationen eine wichtige Rolle spielt. Gleichwohl sollte man sich vor normativ kurzschlüssigen Argumenten in Acht nehmen. Die Höhe der Last insgesamt ist nämlich keineswegs eine feste Größe und an dieser Stelle kommt das Kriterium der Effizienz zum tragen. Sie ist ein zentrales Kriterium zur Beurteilung wirtschaftspolitisches Handeln, weil letzteres stets mit Kosten verbunden ist. „There’s no such thing as a free lunch“, so ist der Titel eines Buches des Nobelpreisträger Milton Friedman. Sollen wirtschaftspolitische Aktivitäten beurteilt werden, müssen stets Verzichtskosten in das Kalkül einbezogen werden. Genauer: Verzichtskosten sollten so gering wie möglich gehalten werden, um Verschwendung zu vermeiden.
