Der Satz des Journalisten zum Verdikt der Klimaforscher machte im Frühjahr 2007 eines deutlich: In der Umweltpolitik hat das Zeitalter des transnationalen, ja globalen Handlungsbedarfes unausweichlich begonnen. Vertreter aus über 60 Staaten der Welt unterstrichen dies im Anschluss an den Bericht des Uno-Klimawissenschaftsrates (IPCC) an einem Treffen in Paris. Sie mahnten eine Stärkung des Umweltprogrammes der Vereinten Nationen an und erhielten dabei Unterstützung vom damaligen französischen Staatspräsidenten Jacques Chirac, der einer „globalen Revolution“ das Wort redete und betonte: „Wir haben keine Zeit mehr für halbe Sachen.“2
