Im Umschlagtext ihres eindruckvollen Sammelwerkes „Social Norms“ (Hechter & Opp, 2001) klagen die Herausgeber, dass sich die Forschung über Normen überwiegend mit dem Inhalt und den Folgen von Normen befasst und dabei die wichtige Frage der Entstehung von Normen vernachlässigt habe. Konsequenterweise behandeln dann auch praktisch alle Kapitel dieses Buches die Entstehung von Normen. Obwohl ich die Meinung der Herausgeber bezüglich der Bedeutung von Theorien der Normenentstehung teile, scheint mir doch ein Aspekt der Konsequenzen von Normen von zumindest vergleichbarer Bedeutung, nämlich die Frage nach den Bedingungen, unter denen Normen das Verhalten beeinflussen, sowie nach den Prozessen, die diesen Einfluss vermitteln.
