Dieser Beitrag beschäftigt sich mit European Governance, also mit der Frage, wie in der Europäischen Union (EU) regiert wird1. Welches sind die Strukturen und Prozesse politischer Herrschaft, durch die sich die EU als politisches System auszeichnet? In der Literatur wird immer häufiger die Annahme vertreten, dass es sich bei der EU um ein überaus komplexes, funktional und territorial ausdifferenziertiertes Mehrebenensystem handelt, das sich nicht mit den herkömmlichen Konzepten und Theorien erfassen lässt, sonder eine Regierungsform eigener Art (sui generis) darstellt. Mit einem beachtlichen Maß an Kreativität hat die Politikwissenschaft Begrifflichkeiten entwickelt, welche den außerordentlichen Charakter der EU als neue, post-nationale Herrschaftsstruktur erfassen soll.

Unter Governance wird hier „Regieren mit großem R verstanden“ (Kohler-Koch 1998: 980). Anders als regieren mit kleinem r umfasst Governance damit auch kollektive Regelungsformen gesellschaftlicher Sachverhalte, die nicht ausschließlich durch staatliche Akteure bestimmt sind (Mayntz 2004).
