Im Gegensatz zur supranational organisierten Währungspolitik sind die Entscheidungsstrukturen im Rahmen der Wirtschafts- und Währungsunion (WWU) für das Feld der gemeinsamen Wirtschaftspolitik im Wesentlichen intergouvernemental verfasst. Ein begrenztes, nicht immer eindeutiges Regelwerk und so genannte weiche Koordinierungsverfahren, die auf Empfehlungen und Selbstverpflichtungen, also rechtlich nicht verbindlichen Maßnahmen beruhen, sind für dieses Politikfeld charakteristisch. Ziel des vorliegenden Beitrags ist es nachzuweisen, dass der spezielle Charakter solcher Entscheidungsprozesse die Erhaltung und Weiterentwicklung eines institutionellen Rahmens erforderlich macht, der die deliberativen Elemente der Entscheidungsfindung stärkt und ein entsprechendes Akteursverhalten fördert. Dabei soll gezeigt werden, dass das gemeinsame wirtschaftspolitische Handeln in der WWU auf einem System des deliberativen Intergouvernementalismus basiert. Durch einen umfassenden informellen, aber gleichwohl routinisierten Dialog können die Akteure die Koordination ihrer sich aus der Teilnahme an einer einheitlichen Währung ergebenden gemeinsamen Interessen nachhaltig verbessern. Angesichts einer Situation, in der ein weiterer Transfer nationaler Entscheidungskompetenzen auf die europäische Ebene nicht realisierbar erscheint, ist ein solcher Prozess unabdingbar, um die nötige Entwicklung und Implementierung gemeinsamer Leitlinien und Ziele zu erreichen.
