Diffusion und Interaktion in der Arbeitsmarktpolitik? — Positive und negative Ansteckungseffekte am Beispiel zweier Reformdiskussionen

In vielen Industriestaaten stellt Arbeitslosigkeit das wichtigste politische Thema der vergangenen Jahrzehnte dar. Die Unzufriedenheit mit der Arbeitsmarktpolitik dieser Länder ist beträchtlich und hat zu einer lebhaften Suche nach Reformmöglichkeiten geführt. Dabei wandte sich der Blick in letzter Zeit immer wieder über die nationalHstaatlichen Grenzen hinaus. Gerade in der Beratungsindustrie, aber auch im Rahmen internationaler Institutionen wie OECD und EU, werden Ländervergleiche immer wichtiger, um erfolgreiche Strategien und strategische Mängel feststellen zu können (z. B. OECD 1998). Dabei haben sich hauptsächlich zwei Instrumente etabliert: Im so genannten Benchmarking werden Arbeitsmarktpolitiken, aber auch deren Ergebnisse systematisch vergleichend untersucht und bewertet. Beispiele hierfür sind der „Reformmonitor“ und das Benchmarking der Bertelsmann Stiftung (Eichhorst u. a. 2001). Das zweite Instrument besteht in der Untersuchung der „best practices“, also derjenigen Arbeitsmarktpolitiken, die sich im internationalen Vergleich als besonders erfolgreich herausgestellt haben. Vor allem die EU hat sich in ihren Veröffentlichungen immer wieder dieses Instruments bedient (z. B. Kok 2003).
