Und die internationale Konvergenz politischer Regulationen setzt — neben den vielfältigen Bedingungen einer Übernahme durch andere Länder—die Kenntnis der nationalen Pioniere voraus, von denen diese Prozesse ihren Ausgang nehmen. Was sind die Bedingungen nationalen Pionierverhaltens im Zeichen politischer und ökonomischer Globalisierung? Was haben die Trendsetter anderen Ländern voraus, die ihre Innovation übernehmen? Am Beispiel der Umweltpolitik soll dies näher untersucht werden.
