Seit zwölf Jahren führt Moskau in Tschetschenien Krieg. Ein Ende ist nicht abzusehen. Statt den kaukasischen Unruheherd zu befrieden oder nur zu isolieren, haben die Auswirkungen des Feldzuges inzwischen auch die anderen Republiken des Nordkaukasus in Mitleidenschaft gezogen. Was zu Kriegsbeginn noch nach vorschneller Panikmache klang, ist nunmehr bittere Wirklichkeit. Überfälle und Attentate sind im gesamten Nordkaukasus an der Tagesordnung. Die Region befindet sich in einem Quasikriegszustand. Diese Entwicklung war nicht zwangsläufig. Moskau hätte sie verhindern können, denn die Nachbarvölker der Tschetschenen hielten sich bewusst aus dem Konflikt heraus und legten damit ein klares Bekenntnis zu Russland ab.

Es kursieren auch außerhalb Russlands Verschwörungstheorien, die Moskau eine Strategie im Nordkaukasus unterstellen. Etwa einen „Kaukasus ohne Kaukasier“ schaffen zu wollen mit dem Ziel, vertriebene ethnische Russen wieder anzusiedeln. Außer als geopolitischer Aufmarschplatz und Teil des Imperiums spielt der Kaukasus im russischen politischen Denken keine Rolle. Dabei ist es genau an dieser Stelle, wo die territoriale Integrität und innere Stabilität der Föderation getestet wird, wo Russlands internationale Rolle entlang Südgrenzen definiert wird und wo sich entscheidende Muster seiner künftigen Wirtschaftsbeziehungen herausbilden.
