Die Transformationsprozesse in Lateinamerika und Osteuropa haben institutionalistischen Perspektiven zu neuer Konjunktur verholfen. Freie Wahlen sind nicht das einzige, hinreichende Kriterium, um ein demokratisches politisches System zu bestimmen, freie Wahlen sind jedoch die conditio sine qua non für die Einrichtung eines demokratischen politischen Systems. In dieser Optik bezieht sich Demokratisierung auf zwei wesentliche Desiderate, einmal auf die Bestellung einer verantwortlichen und handlungsfähigen Legislative, deren Effektivität gerade bei der Bewältigung und konkreten Gestaltung des politischen und ökonomischen Systemwechsels gefragt ist, und weiter auf die Inklusion und Repräsentation der wahlberechtigten Bürger im Parlament, die das wesentliche Scheidungskriterium von Diktatur und Demokratie ist und die demokratische Legitimation politischer Entscheidungen erst herstellt.
