Der Begriff ‚Governance ‘erfreut sich wachsender Popularität in Politikwissenschaft, Soziologie und Ökonomie und ist darüber hinaus in den letzten Jahren zum Leitterminus eines eigenständigen theoretischen Ansatzes geworden (vgl. Lütz 2003, Mayntz 2004). Der analytische Zugang dieses Governance-Ansatzes ist problemlösungsorientiert. Dies wird schon in der definitorischen Klärung der Begriffe deutlich, so führt beispielsweise Renate Mayntz (2003: 72) aus: „Governance meint das Gesamt aller nebeneinander bestehenden Formen der kollektiven Regelung gesellschaftlicher Sachverhalte: von der institutionalisierten zivilgesellschaftlichen Selbstregelung über verschiedene Formen des Zusammenwirkens staatlicher und privater Akteure bis hin zu hoheitlichem Handeln staatlicher Akteure.“
