Die Region des arabischen Nahen und Mittieren Ostens (wobei die Türkei, der Iran und Israel also unberücksichtigt bleiben), ist von autoritären bis diktatorischen Regierungsformen geprägt, die republikanisch oder monarchisch verfasst sind. Grundlegende Bürgerrechte — etwa Presseoder Versammlungsfreiheit — sind deutlich eingeschränkt oder fehlen ganz, Menschenrechte werden nur teilweise oder gar nicht respektiert. In einem solchen Rahmen politischer Restriktionen kommt es in den meisten (nicht in allen) Ländern der Region zu Wahlen (Präsidentschafts-, Parlamentsoder Kommunalwahlen), die allerdings häufig unter Bedingungen stattfinden, die oppositionellen Kräften kaum eine Chance lassen und sich in einem Bogen zwischen verzerrtem Wettbewerb und einer bloß akklamativen Funktion bewegen.
