Zusammenfassung

Komplexe institutionelle Arrangements, die der Koordination und Regulierung von sozialen und wirtschaftlichen Sektoren dienen, sind in den vergangenen Jahren als „Governance-Strukturen“ diskutiert worden. Dabei hat dieses eher sperrige Konzept eine erstaunliche Karriere gemacht. Von sporadischem Gebrauch in einzelnen sozialwissenschaftlichen Teildisziplinen ist es inzwischen zu einem allgemeinen theoretischen Gravitationspunkt avanciert. Politik- und Verwaltungswissenschaft, Soziologie, Ökonomie und selbst die Rechtswissenschaft haben das Konzept aufgegriffen und auf ganz unterschiedliche Bereiche und Kontexte angewandt. Eine gemeinsame Vorstellung ist jedoch, dass Governance für eine erweiterte Sicht gesellschaftlicher Steuerung steht, in der insbesondere hierarchische Steuerung um alternative, dezentrale Steuerungsarrangements erweitert wird.
