Abstract

The question if the EU is on its way to a form of statehood and — if yes — if this is a positive development has occupied political theorists and practitioners for the last decades. This debate has always been closely linked to discussions of the democratic quality of the EU: If the EU is comparable to an international organisation like the UN or the WTO, then the democratic organisations of its Member States suffices to ensure democracy on the European level — at least, according to the viewpoint of liberal democracy. If, on the other hand, the EU is a state-like polity, more democratic procedures have to be introduced in European policy making (cf. Weiler 1995; Puntscher Riekmann 2001; Weidenfeld 2002).
