Zusammenfassung
Die Frage nach den fehlenden Konsens-Eliten und die Suche nach Erklärungen für die störende Persistenz des Populismus sind klassische Forschungsthemen der lateinamerikanischen Sozialwissenschaften. Häufig wird die Schwäche nationaler Bourgeoisien als Grund für die gescheiterte bzw. restriktive Entwicklung des Kapitalismus in der Region angesehen. Populismus gilt als ein Hindernis der Demokratie. In beiden Fällen werden der Analyse kanonische Modelle der Demokratisierung und Modernisierung zugrunde gelegt, denen zufolge Elitenschwäche und Populismus als Missstände gelten. Nimmt man indes eine lokale und interaktionistische Perspektive ein statt universelle und institutionalistische Ansätze zu verwenden, zeigt sich, dass Populismus und Eliten in Lateinamerika keine Gegensätze sind. Vielmehr bemühen sich heute neue Eliten im Gewand des Populismus, die alten Probleme der Modernisierung und Entwicklung im Rahmen Globalisierung endlich zu lösen.
Abstract
The question concerning missing consensus-elites and the quest for explanations of the disturbing persistance of populism are some of the established research interests in Latin-American social sciences. The absence of national bourgeoisies is often presented as a primary cause for the failed or restricted development of capitalism in the region. Populism is widely understood as an obstacle to democratic stability. In both cases canonical models of democratization and modernisation are applied, in which those phenomena are classified as misguided developments. However, if explanations are contextualized and if institutionalism is substituted by interactionist approaches, one has to acknowledge that elites and populism are two sides of the same coin in Latin America. In the current phase of globalization and after the neoliberal crisis, populism undergoes a revival, not always as a radical project, but as an approach by new elites attempting to connect the old questions of modernization and development with transnationalization.
