Die Europäische Union (EU) ist ein Klub mit freiem Zutritt, so wie es ihre Vorgänger waren. Art. 98 des Gründungsvertrags der Europäischen Gemeinschaft für Kohle und Stahl aus dem Jahr 1951 lautet:"Any European State may request to accede to the present Treaty."
