Sozialpolitik in Mexiko: Institutionalisierung, Spannungen und Verzerrungen

Zusammenfassung

In Mexiko wird Sozialpolitik auf verschiedene Arten dargestellt. Häufig wird darauf hingewiesen, dass die Verfassung von 1917 die Sozialrechte auf Bildung (Artikel 3) und Arbeit (Artikel 123) garantiert. Die Schaffung eines Sozialversicherungssystems als direktes Ergebnis des Artikels 123 gibt der Idee einer Sozialverfassung Raum, de facto der ersten Sozialverfassung des 20. Jahrhunderts. Somit waren die Sozialrechte eine Begleiterscheinung der Verfassung von 1917 und der Mexikanische Staat beschäftigt sich deshalb seither mit ihrer institutionellen Ausgestaltung.
