Abstract
At the beginning of this study on parliamentary bill introduction stood the puzzle of why members of the opposition and backbenchers introduce bills, when the chances of adoption are almost nil: Government control of the legislative agenda makes direct policy influence through oppositional and backbench initiatives a hopeless endeavor.
