Zusammenfassung
In allen drei baltischen Staaten stellt Korruption bis heute ein erhebliches Problem dar. Allerdings sind dabei deutliche Unterschiede zwischen den drei Staaten festzustellen. Das Ausmaß der Korruption in Estland sinkt kontinuierlich und nähert sich allmählich westeuropäischem Niveau an. Die Werte für Lettland und Litauen hingegen haben sich zwar ebenfalls verbessert, liegen aber nach wie vor auf ähnlichem Niveau wie bei dem Großteil der anderen seit 2004 der EU beigetretenen mittelosteuropäischen Staaten. Von dem tatsächlichen Ausmaß der Korruption ist das von der Bevülkerung empfundene Ausmaß der Korruption zu unterscheiden. Die beiden Werte stimmen – wie auch im Falle der baltischen Staaten zu zeigen sein wird – nicht notwendigerweise miteinander überein.
