Zusammenfassung
Bosnien und Herzegowina ist ein stark dezentralisierter Föderalstaat. Dies ist Resultat des Kriegs von 1992 bis 1995: Föderalismus wurde als Instrument der Friedenssicherung genutzt, wodurch die Rechte der konstituierenden Völker (Bosniaken, Serben, Kroaten) besonders geschützt wurden. Ab 1997 wurde Föderalismus von der Internationalen Gemeinschaft als Instrument des state-building genutzt, um den Gesamtstaat zu stärken, sowie die ethnisch dominierten Entitäten zu schwächen. Allerdings war dies nur bedingt erfolgreich und die Konflikte zwischen den verschiedenen ethnischen Gruppen existieren weiterhin. Der Beitrag analysiert die ethnischen und territorialen Aspekte sowie die Kompetenzverteilung und die Beziehungen der Ebenen des Föderalstaats, einschliesslich aktueller Entwicklungen.
