Zusammenfassung
Im Jahr 2008 drängte ein Phänomen zurück auf die Tagesordnung von Politik und Öffentlichkeit, das bis dahin höchstens als Randthema in wissenschaftlichen Zirkeln diskutiert wurde: Die moderne Piraterie zur See. Somalische Piraten hatten im Laufe des Jahres 111 Schiffe angegriffen, 42 davon gekidnappt und zwecks Lösegelderpressung vor die Küste Somalias geführt.
