Zusammenfassung
In der internationalen Politik nehmen die Meere eine besondere Rolle ein. Seitdem sich Hugo Grotius’ Idee des freien Meeres (Mare Liberum, 1609) durchgesetzt hat, werden sie als internationale Gewässer definiert. Sie konstituieren einen internationalen Raum, der souveräne Staaten voneinander trennt, diese aber auch durch den maritimen Transport einander wieder näher bringt.
