Handels- und Wirtschaftspolitik: Anpassung an den globalen Kapitalismus

Zusammenfassung

Handels- und Wirtschaftspolitik sind zentrale Politikbereiche zur Überwindung von Ungleichheit und Armut nicht nur in Südafrika. Innerhalb beider Politikfelder zeichnen sich unterschiedliche Strategien und Möglichkeiten ab, die nicht widerspruchsfrei bzw. kompatibel miteinander erscheinen. Schon als am Ende der Apartheid-Ära die National Party (NP), der African National Congress (ANC) und weitere Organisationen sich über den Weg zu einem demokratischen Südafrika berieten, wurden auch nicht-öffentliche Verhandlungen über die ökonomische Gestaltung des südafrikanischen Wirtschaftssystem zwischen ANC-Führungskräften und Großunternehmern wie u.a. Harry Oppenheimer1 geführt (Terreblanche 2012, S. 59–65). Die Ausgestaltung einer wirtschaftspolitischen Strategie nach 1994 war für die neue südafrikanische Regierung unter dem ANC von zentraler Bedeutung. Allerdings hat sich die politökonomische Ausrichtung de facto wenig von der vorherigen Wirtschaftspolitik unterschieden.

Dieser Beitrag beruht auf Vorarbeiten zum DFG Projekt „Eine BICS-Variante des Kapitalismus?, welches seit Juni 2012 unter GZ NO 855/3-1 gefördert wird. Für Unterstützung bei der Erstellung der Abbildungen danke ich Sabine Englert und Hauke Feil.

    Harry Oppenheimer gehört zur Oppenheimer-Familie, welche zu Beginn des 20. Jahrhunderts Unternehmer im Bergbau waren. Harry übernahm 1957 sbis 1982 die Geschäftsführung von Anglo America und de Beers. Beide Unternehmen hatten wechselseitige Kapitalbeteiligungen und gehören noch heute zu den größten Diamantenunternehmen. H. Oppenheimer war nicht nur Unternehmer, sondern auch selbst aktiv in der Politik (The Telegraph 2000).

    Fioramonti (2013) spricht von einem Bruttoinlandsproblem (Gross Domestic Problem) und zeigt die Probleme mit dem Indikator auf.

    Importsubstitution war vor allem bei den Staaten im globalen Süden eine handels- und indus-triepolitische Strategie, welche sich auf die Subventionierung lokaler Materialien und Produktion stützte und den Import dieser Materialien aus anderen Staaten verbot. Ziel war es die eigene Industrialisierung zu unterstützen.

    Tiefe Integration bedeutet die Harmonisierung von behind the border-Regulierungen und soll einen einheitlichen globalen ökonomischen Rahmen für Handel und Investitionen schaffen. Verschiedene Themenfelder wie intellektuelle Eigentumsrechte, Wettbewerbspolitik, Investitionsregeln, öffentliches Beschaffungswesen u.a. sind davon betroffen und haben massive Auswirkungen auf die nationale Gesetzgebung (Claar und Nölke 2012).
