Les premières mesures d’action éducative en milieu ouvert (AEMO) remontent aux années 1950 en France. Une unité AEMO a été créée dans le canton de Vaud en 1971, au Service de protection de la jeunesse (SPJ), organisme officiel de protection de la jeunesse du canton.
