Zusammenfassung
Als letzthin, gegen Ende des 20. Jahrhunderts, der »Ost-West-Konflikt« zu Ende ging, verschwand eine Konstellation, die für gut ein halbes Jahrhundert die internationalen Beziehungen bestimmt hatte. Damit stellte sich die Frage, was nun auf diese Ordnung folgen würde. Die Vermutungen reichten von der Ankündigung neuer Konflikte bis zum Anbruch eines endzeitlichen Weltfriedens: »clash of civilisations« oder »end of history« — und vom Rückfall in »Anarchie« bis zur Zivilisierung der internationalen Politik als global governance oder »Weltinnenpolitik«. Diese kontroverse Debatte bildet Anlaß und Hintergrund dieses Essays.1
