Zusammenfassung

Die Persistenz exklusiver Verteilungskoalitionen aus staatlichen und gesellschaftlichen Interessengruppen wird vielfach als eine der Hauptursachen sozioökonomischer Verwerfungen und autokratischer Politik in den Ländern des Südens und Ostens identifiziert. 1 Die dabei zur Anwendung kommenden Verfahren des Rent-seeking sind das Bestreben von Akteuren, Zahlungen für Ressourcen zu erlangen, „die über dem liegen, was der Ressourcenbesitzer mit einem zweitbesten Einsatz bzw. auf einem Wettbewerbsmarkt erreichen könnte.“ (Weede 1984: 274; vgl. Buchanan 1980: 9) Rent-Seeking induziert demnach Monopol- und Kartellbildung, eliminiert Wettbewerb und zieht eine ineffiziente Verteilung produktiver Ressourcen nach sich.
