Der Einfluß externer Faktoren: Die politische Strategie der EU bei demokratischen Transformationen am Beispiel der Slowakei als defekte Demokratie

Zusammenfassung

Ist die Aufgabe der Typologisierung und Einordnung defekter Demokratien1 erledigt, präsentieren sich als nächstes zwei Fragen: erstens die nach dem Warum, also die Ursachenanalyse der Defekte, und zweitens die Frage danach, wie diese Defekte behoben werden können. Bei der Suche nach nachhaltigen Losungskonzepten und nach konkreten Maßnahmen, um die demokratische Konsolidierung eines hybriden Regimes zu unterstützen und auf diese Weise Defizite bei den demokratischen Verfahren, in der Rechtsstaatlichkeit sowie bei den politischen und bürgerlichen Rechten auszumerzen, gibt es zwei Ansatzpunkte: die interne Dimension in dem Land selbst und die internationale Dimension, die zu differenzieren ist in externe Akteure (nationale, regionale und internationale Regierungs- und Nichtregierungs-Organisationen, Institutionen, Organe oder Gruppen) und externe Faktoren (geographische Lage, historischer Hintergrund, internationale Szenerie etc.).
