Sozialstaat als Ordnungsprinzip der Weltwirtschaft?

Zusammenfassung

Die Ausweitung des Sozialstaats als eines Ordnungsprinzips entwickelter kapitalistischer Industrieländer ist weltweit „wünschenswert“. Neben dem Rechtsstaat und der Demokratie ist der Sozialstaat eine der drei Säulen jeder freiheitlich-demokratischen Grundordnung. Dieses Prinzip stößt offenbar in der Weltwirtschaft auf Probleme. Globalisierung als Senkung der Transaktionskosten für grenzüberschreitende ökonomische Prozesse (Waren-, Dienstleistungs- und Kapitalverkehr) setzt die „teure“ Arbeit der technisch fortgeschrittenen westlichen Industrieländer einem Verdrängungswettbewerb aus. Mit Arbeit aus den so genannten Niedrig „lohn“ ländern läßt sich heute die große Masse nicht nur von Produkten mittleren technischen Anforderungsprofils konkurrenzlos billig produzieren; einige dieser „Schwellenländer“ weisen heute schon hohe Anteile von Produkten auf, die in den üblichen, aber ungenauen Statistiken als Hochtechnologieprodukte klassifiziert werden.
