Die Bundesrepublik Deutschland sei in Rom gezeugt und in Washington geboren. Das sagte, in seinem Ärger, der sozialdemokratische Parteichef Kurt Schumacher, als er 1949 nach der ersten Bundestagswahl unerwartet und hart auf der Oppositionsbank gelandet war. Seinen erfolgreicheren Widersacher, den katholischen CDU-Vorsitzenden Konrad Adenauer, bedachte er mit dem Zwischenruf „Bundeskanzler der Alliierten“, was zum ersten parlamentarischen Skandal der jungen Republik führte.
