Ein zentrales Problem sozialwissenschaftlicher Technikforschung wird allgemein darin gesehen, die Richtung der Technologieentwicklung zu erklären. Die entsprechenden Fragen dazu lauten: Wodurch werden technologische Entwicklungspfade bestimmt? Gibt es eine strukturell determinierte Verlaufslogik? Welche Rolle spielen die Akteure und das von ihnen in den historischen Interdependenzstrukturen entfaltete Handlungspotential für ihren Verlauf?
