Zielkostenmanagement — amerikanisch Target Costing,1 japanisch „Kokuhyou Genkakeisen“ — wurde Ende der 70er Jahre primär zur Kontrolle von Einkaufsaktivitäten in Japan eingeführt.2 Es ist aber kein originär japanischer Ansatz, denn, wie Howell schreibt „...japanese manufactures and in this case, their management accounts have taken concepts and practice in the United States, modified them and use them to beat us in the international marketplace.“3
