Für die Definition, wann eine Aufgabe oder ein Problem als Projekt anzusehen ist, existieren verschiedene Ansätze in der Literatur. Die meisten Definitionen ordnen einem Projekt folgende Wesensmerkmale zu96:

  • — einmalig, neuartig, risikoreich

  • — komplexe Struktur, große Bedeutung

  • — vorgegebener Anfangs- und Endzeitpunkt, Termindruck

  • — während der Abwicklung sich ändernde Bedingungen
