Abstract
The requirements for marine communication have been known for a long time. They include coastal communication, emergency communications and the need for meteorological information. Potential users are either large pleasure boats (greater than 8 m), of which the total exceeds a million in Europe, or commercial ships which include 25 000 merchant ships, 100 000 fishing boats and about a thousand ferries of various types. Many means of communication are used including VHF, HF, cellular radiotelephone close to the coast and Inmarsat standard A for communication on the high seas.
