Zusammenfassung

Die internationalen Beziehungen lassen sich grob charakterisieren als eine ständig nach Intensität und Mischungsverhältnis wechselnde Kombination von Kooperation, Indifferenz und Konflikt. Den output des Gesamtsystems kann man als »Brutto-« oder »Netto-Kriegsprodukt« (oder »-Friedensprodukt«) bezeichnen, meßbar durch Indikatoren für Kriegsverluste (Menschenleben, Sachschäden, entgangene ökonomische Produktivität für den Lebensstandard, soziale und moralische Deprivationen, usw.). Die manifeste und den Friedensforscher am stärksten interessierende Form des Konflikts ist der Krieg, d. h. die Konfliktaustragung mittels Waffengewalt, und dessen Ursachen. Mit dieser Konfliktart steht die Theorie der Rüstungswettläufe in engstem Zusammenhang. Diese Theorie wurde zuerst von Lewis F. Richardson als mathematisiertes Modell entwickelt2 und, neben anderen, von Kenneth E. Boulding 3 aufgegriffen. Das Modell beinhaltet die Aussage, daß Rüstungswettläufe zu Kriegen führen, solange sie sich nicht auf einem Gleichgewicht stabilisieren, sondern sich eskalationsartig intensivieren. Damit bricht es aus dem komplexen internationalen Gesamtsystem ein wichtiges Issue-System4 analytisch heraus.
