Zusammenfassung
Insbesondere in Zeiten knapper Kassen — und es hat den Anschein, als würden diese für den Sozialstaat vorerst nicht enden wollen — ist es angeraten, unnötige Ausgaben zu vermeiden und verbleibende Steuerungsmöglichkeiten so zu justieren, dass unerwünschte Nebenfolgen für die zukünftige Kassenlage möglichst minimiert werden Für den durch das „Altern der Gesellschaft“ bedrohten Sozialstaat, der vor allem aufgrund der schlechten Arbeitsmarktlage ohnehin schon unter erheblichen Druck geraten ist, stehen dann nicht nur Eingrenzungen im Kreise der Anspruchsberechtigten und der Beitragsbefreiten sowie Beitragserhöhungen und Leistungskürzungen — z.B. die Heraufsetzung des Rentenzugangsalters, der Versicherungsbeiträge oder die Senkung des durchschnittlichen Rentenniveaus — auf dem Programm, sondern häufig auch der Ruf nach der Familie. Diese könnte nämlich — so zumeist die Idee — eine Reihe von Aufgaben wieder übernehmen, die ihr der Sozialstaat in Zeiten weniger knapper Kassen leichtfertig abgenommen hat. Leichtfertig vor allem deshalb, weil als unerwünschte Nebenfolge dieser staatlichen Leistungen die Familie selbst erodiert und die Krise sich damit weiter verschärft.
