Zusammenfassung

Konkurrenz und Harmonisierung werden im EG-Vertrag (Artikel 2 VEG) als die beiden Mittel zur Integration benannt. In diesem Beitrag wird das Verhältnis dieser Mittel zur Integration problematisiert. Die Frage nach diesem Verhältnis ist aktuell in Bezug auf die Konsequenzen der Währungsunion und den geplanten Beitritt der Mittel- und Osteuropäischen Länder (MOEL). In beiden Fällen geht es um die unterstellte Gefahr des Sozialdumpings. Zwingt die größere Konkurrenz in der Währungsunion zur Harmonisierung auf dem Gebiet der Sozial- und Steuerpolitik (z.B. europäische Quellensteuer; Mindestnormen fir Sozialausgaben; europäische Betriebsbesteuerung; Lohnkoordinierung)? Sollen die MOEL den ganzen Acquis übernehmen um Sozial-(inklusive Umwelt-)dumping vorzubeugen? Mit Sozialdumping ist hier sowohl das strategische Verhalten der Regierungen im Falle der Währungsunion gemeint (Standortwettbewerb) als auch die Konkurrenz der Beitrittsländer auf Basis der absoluten Unterschiede in den Arbeitskosten und Umweltstandards.14
