Abrüstungspolitik zwischen Sicherheits- und Überlebensdilemma

Zusammenfassung

Zwei Ereignisse haben im August 2000 das Beharren alter Denk- und Interessenstrukturen sowie die Notwendigkeit internationaler Kooperation dokumentiert: der Untergang des russischen Atom-U-Boots Kursk und die Waldbrände im Westen der USA. Rußland mußte norwegische Spezialtaucher anfordern, und die Vereinigten Staaten waren zur Brandbekämpfung auf ausländische Feuerwehrleute angewiesen. Während der Untergang der Kursk als Folgeproblem des Sicherheitsdilemmas einer bipolaren Welt interpretiert werden kann, sind die zunehmenden Extremitäten des Wetters mögliche Vorboten eines globalen Klimawandels, dessen Folgeprobleme in ökologischen „hot spots“ zu einem Überlebensdilemma führen können.
