Zusammenfassung

Der ägyptische Staatspräsident Husni Mubarak begann seine Präsidentschaft 1981 nach der Ermordung seines Vorgängers Anwar al-Sadat mit dem Versprechen, die durch ihre negativen Erscheinungen in Verruf geratene Wirtschaftsliberalisierung (al-infitâh) neu zu konzipieren. Der von ihm geprägte Begriff der „produktiven Infitah“ (al-infitâh al-intaji) war aber kein Signal für den Beginn einer sozusagen neonasseristischen Wirtscharts- und Gesellschaftsordnung. Die Mubaraksche produktive Infitah-Politik sah bei der Fortführung der von Sadat eingeleiteten Liberalisierung eine stärkere Investition in Industrie und Landwirtschaft, die Beibehaltung des öffentlichen Sektors und die Reduzierung der Abhängigkeit von Auslandskrediten vor. Eine neue Phase in der politischen Liberalisierung sollte den politischen Kräften, die sich in den letzten Jahren unter Präsident Sadat en bloc gegen das Regime gestellt hatten, wieder einen Platz im politischen System bieten.
