Zusammenfassung

Neben Argentinien2 kann Venezuela von allen Ländern der Dritten Welt auf die längste Karriere als Rentierland zurückblicken. Das Erdöl wurde in Venezuela ab 1920 in nennenswertem und dann rasch zunehmendem Umfang gefördert und erzielte schon ab 1925 mehr als 50% der Exporteinnahmen. Seit etwa Mitte der 20er Jahre hat der venezolanische Staat eine Politik der Rentenmaximierung verfolgt, welcher die Einsicht zugrunde lag, daß Venezuela gerade wegen seines geringen Entwicklungsstandes das 01 nicht im Lande selbst nutzen könne, und daß aus demselben Grund auch nicht mit nennenswerten Industrialisierungseffekten wegen billiger Energiekosten zu rechnen sei. Folglich war es im Interesse des Landes, das 01 möglichst teuer zu verkaufen (Baptista/Mommer 1987: Kap. 1).
