Die drei Paradoxien der Konsolidierung der neuen Demokratien in Mittel- und Osteuropa

Transformation sozialistischer Gesellschaften: Am Ende des Anfangs

Zusammenfassung

Die Besonderheiten der Transformation1 der ehemals kommunistischen Gesellschaften sind vielfach betont worden. Sie liegen — im Gegensatz zu den Transitionen in Südeuropa und Lateinamerika — in der Gleichzeitigkeit vier unterschiedlicher Prozesse, der Nationalstaatsbildung, der politisch gewollten Einführung der Marktwirtschaft, der Demokratisierung des politischen Systems und der Herausbildung einer Civil Society (vgl. Offe 1994, Kap. 4). Neben diesen substantiellen Besonderheiten fällt die ungeheure Geschwindigkeit auf, mit der die Länder Mittelund Osteuropas diesen Prozeß begonnen haben. Innerhalb weniger Monate fielen die hyperstabil erscheinenden kommunistischen Diktaturen dominoartig in sich zusammen und wurden durch demokratische Regierungssysteme ersetzt. Verfassungen wurden komplett neu geschrieben oder durch Amendements der alten nach demokratisch-rechtsstaatlichen Maßstäben geschaffen, die ersten Maßnahmen und Rahmengesetze zur Einführung der Marktwirtschaft von den neu gewählten Parlamenten verabschiedet, erste Maßnahmen zur Veränderungen der Staatsorganisation ergriffen, wie bspw. die Neuwahl der regionalen und kommunalen (Selbst)Verwaltungen und Reformen der Staatsverwaltung.
