Zusammenfassung
Der Begriff “Vulnerabilität“ („Verletzlichkeit“) wird hier verstanden als die mögliche Schädigung, die ein Gebäude infolge eines potentiellen äußeren Einflusses, in diesem Fall infolge eines Erdbebens, erleiden bzw. aushalten kann. In Abhängigkeit vom Anwendungsbereich und der geforderten Genauigkeit werden im Eurocode 8–1.4 (1998) drei unterschiedliche Stufen zur Bewertung der Vulnerabilität festgelegt:

Level I ist einfach und schnell (der Zeitbedarf beträgt weniger als eine halbe Stunde je Gebäude) und ist daher für die Risikoermittlung einer großen Anzahl von Gebäuden geeignet. Nur allgemeine Gebäudedaten, wie das Baujahr und der Gebäudetyp, finden Berücksichtigung.

Level II ist detaillierter und zeitintensiver (der Zeitaufwand liegt in der Größenordnung von einem halben Tag je Gebäude). In diesem Level können eine Reihe von Messungen der Gebäudeeigenschaften wie Eigenfrequenzen, Gebäudehöhe oder Querschnitt der Schubwände notwendig sein.

Level III ist wesentlich genauer aber auch zeitaufwändiger (der Zeitbedarf kann mehrere Tage oder Wochen pro Gebäude betragen). In diesem Level wird eine genaue Analyse des Tragwerks unter Berücksichtigung aller geometrischen und mechanischen Gebäudekennwerte vorgenommen.
