Zusammenfassung
Die wirtschaftliche Entwicklung Kanadas ist im wesentlichen von drei Faktoren bestimmt:

Kanada ist das zweitgrößte Land der Erde, hat aber nur knapp 28 Millionen Einwohner.

Kanada ist nur von einem Staat — den USA — durch eine knapp 6000 Kilometer lange Grenze getrennt. Entlang dieser Ost-West-Grenze konzentriert sich der größte Teil der kanadischen Bevölkerung.

3.
Kanada hatte bisher eine Zollmauer errichtet, um sich vor der Wirtschaftsmacht USA zu schützen und die eigene Industrialisierung voranzutreiben.

Nach Angaben seitens der USA liegt der Anteil der US-Direktinvestitionen in Kanada bei 46 Milliarden US-$; 18% aller Nicht-Finanz-Unternehmen in Kanada werden von US-Investoren kontrolliert (von 64% der Zubehörindustrie für die Transportwirtschaft bis zu 2% in der LandForst- und Fischwirtschaft). Nach denselben Angaben beträgt der Anteil kanadischer Direktinvestitionen in den Vereinigten Staaten 17 Milliarden US-$.

Der ‘Auto Pact’ zwischen Kanada und den USA regelt die Produktion von Kraftfahrzeugen. Der bilaterale Vertrag trat 1965 in Kraft. Kanada erlaubte den vorhandenen Kfz-Herstellem (aufgeteilt in drei Bereiche: PKW, Omniusse, spezielle gewerblich genutzte Fahrzeuge) beides: Montage-oder Ersatzteile für die Kfz-Fertigstellung in Kanada einerseits, und zweitens, fertige Fahrzeuge zollfrei aus den USA zu importieren. Diese Regelung ist an einige Bedingungen geknüpft, die den Bestand der Autoproduktion in Kanada gewährleisten soll. Ziel war eine effizientere Produktion auf beiden Seiten. Vgl. N. B. Ein bekannter Fall von Vergeltungsmaßnahmen der USA gegen kanadische Subventionierung ist der ‘softwood-lumber’-Fall. Kanadische Nutzholzexporte wurden mit Vergeltungszöllen belegt, da die USA “unfairen Handel” aufgrund von Subventionierung in bestimmten Bereichen diagnostizierten.
