Zusammenfassung
Für die Reparationspolitik während der Besatzungszeit ist die Vielfalt der von den Alliierten gefaßten und wieder verworfenen Konzeptionen kennzeichnend. Die zeitlichen Übergänge von ihrer Gültigkeit bis zur Ablösung durch neue Entwürfe griffen häufig ineinander über, so daß die einzelnen Phasen teilweise schwer abzugrenzen sind. Die Gründe für den relativ schnellen Wechsel der Auffassungen waren ebenso differenziert wie die zahlreichen Konzepte selbst. Eine der wichtigsten Ursachen ist darin zu sehen, daß während einer ,cooling-off period‘ von sechs Jahren die Meinungen über die zumutbaren Reparationsbelastungen naturgemäß an Härte verlieren. Ein weiterer Grund lag in der Uneinigkeit der Siegermächte sowie in dem Umstand, daß die einzelnen US-Regierungsstellen eigene Pläne vorlegten. Auf die in der zweiten Phase der Besatzungszeit gefaßten Beschlüsse, die auf eine Änderung der bestehenden Konzeption abzielten, wirkten sich vor allem der Einfluß der wirtschaftlichen Lage Japans sowie die welt politische Entwicklung im Fernen Osten aus.
Die Besatzungszeit umfaßt die Periode von der bedingungslosen Kapitulation Japans (2. Sept. 1945) bis zum Inkrafttreten des Friedensvertrages von San Francisco (28. April 1952), also mehr als sechs Jahre.
