Entscheidungshilfen für die Regierung

Zusammenfassung

Das Hauptanliegen dieser Untersuchung ist es, für die wachsendem Entscheidungs- und Verantwortungsdruck ausgesetzte demokratische Regierung einige Mittel und Wege zur Erleichterung und Verbesserung ihrer Führungsaufgabe zu beschreiben. Die Darstellung von Entscheidungsinstrumenten nahm deshalb breiten Raum ein. Dabei wurde ersichtlich, daß trotz technischer Unzulänglichkeiten der Verfahren und trotz noch mangelhafter theoretischer Untermauerung solche Instrumente eine nicht zu unterschätzende Hilfsfunktion als praktische Hilfsmittel zur Maximierung des politischen Nutzens besitzen. Die noch weiter verbesserungsfähigen Werkzeuge und Verfahren können so der Durchdringung des zumeist komplexen Entscheidungsfeldes, der Schärfung des Problembewußtseins und der Anregung rationalen Vorgehens beim Entscheiden dienen. Die Beschäftigung mit den Entscheidungsinstrumenten vernachlässigte jedoch weitgehend die im »politologischen Rationalmodell« (vgl. Teil I, B) berücksichtigten institutionellen und persönlichkeitsbezogenen Faktoren (»Entscheidungsstruktur«). Lediglich bei der Entwicklung einer »cost-constraint-Analyse« war die Existenz einer ergebnisbeeinflussenden politischen und administrativen Umgebung angenommen, jedoch nicht spezifiziert worden.
