Zusammenfassung
In der Wissenschaft von der Politik hat sich das Interesse nach 1945 in Deutschland verhältnismäßig langsam den Problemen der Internationalen Politik zugewandt. Ein bei uns zu beobachtendes Schwergewicht zugunsten innenpolitisch angelegter Untersuchungen tritt in besonderem Maße bei Analysen des Prozesses der politischen Willensbildung und des Entscheidens, d. h. des »policy-making« und »decision-making-process«, in Erscheinung 1. Auf außenpolitischem Gebiet ist daher gegenüber dem Ausland immer noch ein Nachholbedarf zu befriedigen. Das gilt sowohl für theoretische wie für sachorientierte, d. h. Fallstudien. Auf beiden Gebieten hat die ausländische Forschung, speziell die nordamerikanische, seit 1945 eine ganze Reihe von bahnbrechenden Arbeiten vorzuweisen. Im Bereich der Theorie über den »decision-making-process in foreign policy« sei hier nur an Snyder und Furniss, Quincy Wright, Karl Deutsch, Modelski oder M. Kaplan in den USA und an J. Fraenkel in Großbritannien erinnert 2. Bemerkenswerte Fallstudien liegen aus den USA vor allem von B. C. Cohen, A. Whiting und A. Rosenau vor. Im französischen Sprachraum sind etwa die Arbeiten von Grosser und Huesler zu nennen. Schließlich muß in diesem Zusammenhang die erste Veröffentlichung einer beabsichtigten neuen Serie der Carnegie-Foundation in Genf erwähnt werden 3. Die Herausgeber und Bearbeiter dieser Serie wollen unter anderem an die Konzeption anknüpfen, die Q. Wright für das Studium internationaler Konflikte vorgeschlagen hat.
