Zusammenfassung

In der bisherigen Geschichte der Bundesrepublik haben Fragen der Außen- und Sicherheitspolitik in der politischen Diskussion — und damit auch in der öffentlichen Meinung — in drei Phasen eine besondere Rolle gespielt1. In den fünfziger Jahren waren Westintegration, Wiederbewaffnung und Kernwaffenstationierung Gegenstand erbitterter Kontroversen, nicht zuletzt deshalb, weil in diesem Kontext auch Weichenstellungen in der Deutschen Frage unvermeidlich waren. In den frühen siebziger Jahren wurde die Ostpolitik der neuen sozialliberalen Koalition kaum weniger heftig umkämpft; die Bundestagswahl 1972 und ihr Vorspiel waren von diesen Auseinandersetzungen entscheidend geprägt2. Die dritte und bis in die Gegenwart reichende Periode erhöhter öffentlicher Aufmerksamkeit für diesen Politikbereich folgte auf den NATO-Doppelbeschluß vom Dezember 1979.
